You really don't want the pattern to repeat.

Get rid of the background image and the spacer. Basically undo step 7.

Then add a two column table and use the graphic as the background for the first cell. Insert one pixel dot as before and set to 10 pixles wide by 68 pixels high. See the vertical rectangle. I set a border for the image so you can see it. Set second cell to matching color. Set left column width to 600px.
